H.E. President Abdrabuh Mansour Hadi welcomed the great efforts exerted by the UN Special Envoy for Yemen for the implementation of the Hodeida initiative presented on May 31, 2018, in light of the amendments made by the Yemeni Government.
The Government stresses that this initiative is a package deal based mainly on the principles of the full withdrawal of the Houtis from the port and the city of Hodeida, the entry of forces from the Ministry of Interior to the area to ensure its security, the continuation of the flow of humanitarian aid and commercial goods at the port of Hodeida, and the protection of civilians and residential neighborhoods; all of which will pave the way for the implementation of the UNSC Resolution 2216.
The management and security of the port of Hodeida cannot be realized without securing the city itself. Furthermore, the security and stability of the western coastal region and the protection of international navigation at the Red Sea will not be achieved without the full withdrawal of the Houti militia from the governorate, including from Salif and Ras Isa ports, and other government institutions.
The Yemeni Government and the Arab coalition are keen to spare the port and the city of Hodeida from any armed confrontations, even though the Houtis are aiming at using civilians as human shields, increasing attacks on civilian installations, and interrupting the work of the port. The Yemeni Government and the Arab coalition will spare no efforts to ensure the protection of civilians and vital infrastructure.
H.E. the President urged the UN Special Envoy to continue his sincere efforts to implement the provisions of UNSC Resolution 2216 and the agreed upon references for peace, and to enforce the obligations contained in the international humanitarian law and international law, and in the United Nations Security Council relevant presidential statements which confirm the rejection of the repeated attacks by the Houti militia targeting international navigation and commercial ships through the indiscriminate use of missiles and sea mines around Hodeida port and the international shipping lane at the southern part of the Red Sea.
